The Arab World should be an example to use
They don't have much technocrats
they don't have much IT experts but still
95% of arabs are using Arabic softwares.
Windows Arabic, MS Office Arabic
Websites in Arabic.
Even the mobile phone text messages they send in Arabic.

Using mothertounge/local language in every place officialy and promoting in private secotr is the way encouraging the promotion of Language.
Even Arabs have a guideline for making a sign infront of the shop
65 or 75% bigger the arabic letters should be on the signage than the
other language.

Indian Railway knows more malayalam place names than we keralites
